Dallas made its quarterback choice before Philadelphia made its move. Sam Howell was the Cowboys’ immediate backup to Dak Prescott; Joe Milton was the developmental option on the practice squad. Friday’s Eagles signing removed Milton from that reserve group, but it did not rearrange the depth chart that matters most.
The distinction matters when assessing what Dallas actually lost. The departure costs Dallas a quarterback who had spent time in the organization, but it does not turn Milton into the player the Cowboys had selected to enter a game if Prescott could not continue. Howell still holds that job.
Philadelphia signed Milton from Dallas on Friday, Oct. 16, and must keep him on its active 53-man roster for at least three games. That requirement gives the move substance beyond a temporary transaction. Dallas cannot simply place Milton back on its practice squad next week, and the Cowboys now have to account for the empty developmental spot while preparing for Sunday’s visit to Green Bay.
The vacancy is the immediate inconvenience. A practice quarterback is not usually a headline until the quarterback room becomes unstable, but the position leaves little room for administrative laziness. Dallas’ own report identified the need for an emergency practice arm after Milton left. Dallas had not announced a replacement, so the club has a task to handle without pretending the task is a crisis.
Milton’s path also explains why the news feels more consequential than a routine practice-squad transaction. Dallas acquired him from New England in a 2025 trade, waived him during the final August cuts and brought him back after he cleared waivers. Those moves made him an intriguing project, not Howell’s understudy.
Physical potential can keep a quarterback in the conversation; roster status tells you who is being prepared for Sunday.
Philadelphia’s situation is different. Jalen Hurts is out indefinitely, Tanner McKee is the initial starter and Milton joins McKee and rookie Cole Payton in the quarterback group. The three-game active-roster requirement means Philadelphia has committed a roster place to Milton. It does not establish that he will play, start or pass McKee before the teams meet on Oct. 26.
That future meeting creates an attractive plotline and very little certainty. Milton could face the club that waived him in August, but a possible appearance is not a confirmed one. The Cowboys should not let the scheduling wrinkle distort their own decision-making. Howell remains the first emergency answer behind Prescott, regardless of whether Milton eventually takes a snap for Philadelphia.
