Prosper ISD earned the state's top financial rating at Monday's school board meeting, where trustees also heard the first proposal for attendance boundaries at the new Watkins Middle School, according to a recap of the Oct. 19 meeting the district released Wednesday.
The proposed boundaries for Watkins, which opens in fall 2027, are covered in a separate story: https://prosperweekly.news/article/proposed-watkins-middle-school-boundaries-would-move-thomson-and-hall-students-families-can-weigh-in-oct-28. Trustees are scheduled to vote on them Nov. 16.
Superior financial rating
Trustees held the annual public hearing on the state's Financial Integrity Rating System of Texas, known as FIRST, which grades how districts manage their money. Prosper ISD scored 94, earning an A and the top Superior Achievement designation. The 2025-26 rating is based on the district's 2024-25 financial data.
The district said it passed all four of the rating's critical pass-fail indicators, which look at whether a district files its yearly financial report on schedule, gets a clean (unmodified) audit opinion, stays current on its debt and pays agencies including the Teachers Retirement System and the IRS on time.
During the hearing, the district also reported that it paid no consulting fees to the superintendent, that no gifts worth $250 or more were reported, and that there were no business transactions between trustees and the district.
Votes and reports
The board voted 7-0 to approve the 2026 certified tax roll and 7-0 on an item regarding contract personnel. Trustees also approved the consent agenda 7-0, which included a library materials purchasing list put forward by the district's School Library Advisory Council, the annual review of the district's investment policy, and its approved lists of brokers and dealers and investment training providers.
