Two roundabouts, at La Cima and First and at Richland and Lakewood, move into design under $765,913 contract Tuesday

The Town Council's Oct. 27 consent agenda also buys a year of sewer flow monitoring to find leaks and adds $256,520 to the First Street rebuild for a railroad-required pipe casing.

Prosper is ready to start designing two new roundabouts on streets drivers already use. A professional services agreement with Garver, LLC on the Town Council's consent agenda for Tuesday, Oct. 27, would pay $765,913 to design a roundabout at La Cima Boulevard and First Street and another at Richland Boulevard and Lakewood Drive.

According to the engineering memo, the work covers roadway and drainage design, signs and pavement markings, and erosion control for both intersections. The design fee breaks down to $397,535.50 for La Cima and First and $368,377.50 for Richland and Lakewood. Each project has $500,000 budgeted for design, so both come in under that amount.

Garver was on the list of qualified engineering firms the council approved on Oct. 24, 2023, and the memo says the firm has designed several other road projects for the town.

The memo does not give a construction cost or a start date for building either roundabout.

Sensors in the sewer

Another consent item would spend $90,000 on an inflow and infiltration study from RH Borden. Public Works plans to place level sensors in chosen manholes, scan each one with LiDAR to capture its dimensions, and track flows to learn what normal looks like.

When the sensors pick up excess flow, the study is supposed to measure how much and compare sites to show which areas take on the most inflow and infiltration.

The vendor's quote lists eight basin flow monitors, with 12 months of monitoring included. Staff say the results will tell crews where smoke testing could pinpoint broken pipes, and that the effort supports the town's federal Capacity, Management, Operation and Maintenance program, which requires Prosper to find problems before they cause sewer overflows.

First Street change order

The council is also asked to add $256,520 to Mario Sinacola & Sons' $20.8 million contract to rebuild First Street as a four-lane divided road between the Dallas North Tollway and Coleman Street, a job that includes a roundabout at Coleman.

Most of the increase, $187,850, pays for 322 more feet of 24-inch steel casing around a water line, which BNSF Railroad required across its full 300 feet of right of way instead of only under the tracks. Another $70,050 covers water line removal that was left out of the bid quantities by mistake.

The memo says the change order will be paid from project savings and that the council's capital projects subcommittee recommended approval. The meeting starts at 6:15 p.m. at Town Hall, 250 W. First St.
