Prosper ISD is one of four Texas school districts whose spending will be examined by the state comptroller's office, Comptroller Don Huffines announced Monday.
The other districts are Austin, Barbers Hill and El Paso ISDs. The comptroller's announcement lists Prosper with 33,583 students enrolled in 2025-26, making it the third largest of the four. Austin ISD had 69,074 students, El Paso ISD 46,244 and Barbers Hill ISD 8,088.
What the review looks at
The comptroller's office calls it the Huffines Performance Review. It will examine whether district spending complies with state law and goes to students, classrooms and teachers rather than toward administrative growth or what the office called non-instructional bureaucracy. The final report is due by Dec. 31, which the comptroller said would give the 90th Legislature time to consider any recommendations.
"This review is an important step to ensure transparency, accountability, and the responsible use of public funds," Huffines said in the announcement, adding that he had informed Gov. Greg Abbott of the districts selected.
Abbott asked for the review in an Aug. 19 letter, requesting that the comptroller look at the finances of up to four districts of varying size and location. In a statement at the time, the governor cited the $104.9 billion the state spends on K-12 education and said the money should support students and teachers "rather than accelerating administrative bloat."
The comptroller's office said in August that districts run by state-appointed boards would not be included.
