Calls are mounting to reopen the investigation into the January 2025 fatal shooting of Lucy Harrison in Prosper, Texas, following a ruling by a United Kingdom coroner that declared her death unlawful. Her mother is leading the effort to have the case reviewed again, pointing to newly obtained police documents that suggest the initial inquiry may have been incomplete.

Lucy Katherin Harrison, 23, was shot in the chest on January 10, 2025, while visiting family in Prosper. She later died at a local hospital. Her father, Kris Harrison, told responding officers that the discharge of his handgun was accidental while he was showing it to her. A grand jury previously declined to charge him with criminally negligent homicide.

Police records indicate that officers initially responded to reports of an explosion or overdose. During their interaction with Kris Harrison, they noted the smell of alcohol on his breath. He first denied drinking but later admitted to being an alcoholic and consuming a carton of wine prior to the incident.

Surveillance footage from a nearby store showed him purchasing two cartons of wine before the shooting.

The 40-page incident report obtained by news outlets does not show that Kris Harrison underwent a breathalyzer test or provided a blood sample after admitting to drinking. The documents also note that he had little firearm experience and initially denied having his finger on the trigger, later suggesting how he held the gun may have contributed to the discharge.

The records do not indicate that a crime scene reconstruction was performed to determine the angle of the shot or that officers inquired about his relationship with his daughter. Her family states that Lucy had been attending counseling to improve their relationship and had expressed strong opposition to guns.

Craig Miller, a former deputy chief with the Dallas Police Department, stated that testing blood alcohol levels is critical in cases where alcohol is suspected. He emphasized the need to understand the individual's ability to comprehend and recall events.

The case was referred to the Collin County District Attorney's Office for possible criminal negligent homicide charges. Former prosecutor Jeremy Rosenthal noted that defense packets are sealed by law, so it remains unclear what information the grand jury reviewed before declining to indict.
