Prosper Town Council deferred a scheduled vote on zoning regulations for The Marco, a proposed multibillion-dollar development located at the northeast intersection of the Dallas North Tollway and U.S. 380. During a meeting on Tuesday, town leaders indicated they require modifications to the plans submitted by developer Jeff Blackard.
The rezoning request is now expected to return to the council for a decision on October 26.
The proposed 143-acre site, described by Blackard as an Italian-inspired village, would feature a 15-acre lagoon with a canal system designed to accommodate water taxis. A pedestrian path would connect the area surrounding the lagoon. The development plan includes up to 4,400 residential units, comprising 2,500 apartments, 500 senior-living spaces, and approximately 1,000 other units such as condos, villas, townhomes, and cottages.
Pricing for these units is expected to vary significantly, with the most affordable apartments renting for $2,500 per month and the highest-end condos potentially selling for more than $10 million.
Additional components of the project include up to two hotels and two office buildings, each approximately 14 stories tall. Blackard stated that the council’s primary request involves synchronizing the start of lagoon construction with the initial phase of apartment building. He noted that specific language for this requirement is currently being drafted and that the requested changes do not substantially alter the overall project scope.
The delay was approved with minimal debate from council members. Blackard expressed agreement with the postponement, stating, "We're on the same page. We want to make sure we get it right."
